What will you need to get an ePermit?
- A valid email address for registration and correspondence purposes.
- A credit card for payment (Visa, Master Card, American Express, and Discover).
- Access to a printer (to print a PDF of the approved permit to post on the job site).
- Project Location PID or Address Verification: For Building, Plumbing, Mechanical, Zoning and Ag permits, verify the project is located within one of the following Scott County Minnesota Townships (Scott County GIS Link)
- Blakeley, Belle Plaine, Cedar Lake, Helena, Jackson, Louisville, New Market, Sand Creek, Spring Lake, St. Lawrence.
What is the ePermit process? Five simple steps!
- Register as a user. You only need to do this once.
- Apply for a permit.
- The permit review will be conducted by all applicable departments
- Pay for the permit on the Portal.
- Print out the permit card for posting on the project site.

Mechanical permits will be issued to MN Bonded mechanical contractors and homeowners completing their own mechanical work only. The applicant must be completing the work.
Please review the mechanical permit types listed below and select the best fit for your project. For permits requiring plan review, include all required submittals to help avoid delays.
- Residential New or Replacement Mechanical Equipment

Select this permit type for all replacement or new mechanical equipment.
- Air Conditioner, Air Exchanger, Boiler, Fireplace, Furnace, Gas Line, Hydronic Tubing, Unit Heater (Identify make/model details in ePermit Portal description)
- New gas lines – Provide code compliant location, installation, and type/size of piping.
- Appliance/Equipment manufacturers’ specifications shall be on site for inspections
Reminder: Increasing the energy use of a building by heating or cooling requires compliance with the MN Energy Code.
- Residential Minor Mechanical Alterations/Repairs

Select Minor Alteration/Repair permit type for minor alteration of mechanical systems including basement finishes. Detailed scope of work shall be included in ePermit description.
Optional Submittals
- Plans or scope of work document uploaded into Additional Documents during the application process.
- Any specifications necessary to complete review shall be submitted.
- Appliance and/or equipment manufacturers’ specifications shall be on site for inspections.
- Residential Existing Mechanical System Addition

Select this permit type for projects where a current system exists and a major addition will occur.
Required Submittals
- Heat Loss, Combustion Air & make-up Air Calculations (PDF) - Upload file name = Sub1 Mechanical Calcs
- Mechanical Plan – Upload file name = Sub1 Mechanical Plans. Detailed description of system information. Include code compliant details of location of install and type/size of gas piping
Additional Submittals
- Specifications - Any specifications necessary to complete plan review shall be submitted. Appliance and/or equipment manufacturers’ specifications shall be on site for inspections.
- Residential New Mechanical System

Prior to applying for mechanical permit verify if mechanical permit was included in building permit. Typically all New Dwellings are issued all-inclusive permits.
Select this permit type for projects where a new system is being installed i.e. detached structures, large additions where a second system is being installed.
Required Submittals

Select this permit type for all Commercial Mechanical Permits. Plan review will begin after permit acceptance. Fees will be due after review approved.
Required Submittals:
- Township Approval Form (PDF) - Use form to determine if township approval is required for project location. Submit completed form with township approval signature if applicable.
- Contact & Contractor Form (PDF) - Upload completed contact and contractor form as applicable
- Building/Mechanical Plans - Upload file name = Sub1 Mechanical Plans. Include all equipment details, heating and cooling load calculations, exhaust and ventilation, occupant load details when applicable.
- Specifications - Upload file name = Sub1 Specs. Equipment and material detailed specifications.
- HVAC Energy Compliance forms - Upload file name = Sub1 HVAC Compliance. Must be consistent with energy path chosen for entire project
- Plumbing Permits

Plumbing permits will be issued to MN licensed plumbing contractors and homeowners completing their own plumbing work only. The applicant must be completing the work.

- Drain Tile - provide a detailed scope of work and upload into portal submittal item Additional Documents. Upload file name = Sub1 Building Plans or Sub1 Project Details
- Appliance/Equipment manufacturers’ specifications shall be in site for inspections

- Detailed and dimensioned building plans with fixture/equipment layout and compliant details of installation.

Submittal Requirements:

- Septic Design - consist of: Site plan/drawing, design sheets, elevations, soil logs, perc tests, and signed management plan
- Septic Pumping Contracts - required if tanks are required to be pumped monthly due to a Temporary Certificate of Occupancy (TCO) or an active discharge.

- Sewer/Water Main

NOTE: This is not a septic system or well permit. For septic systems, go to Septic Permit type. Wells shall be installed in accordance with MN Department of Health requirements.
- Building Sewer is the horizontal drainage piping that extends from the building to the public or private sewage or septic system. A building sewer permit shall be obtained prior to the installation or repair of any building sewer to any structure on a community, municipal, or existing septic system.
- The Building Water Main Supply System is the supply piping carrying potable water in or adjacent to the building or premises. A building water main permit shall be obtained prior to the installation or repair of any exterior building water supply system.
- Important Note: New Residential Dwellings (homes) shall apply for any applicable septic, sewer, or water permits inclusive with the main building permit and list the sub-contractors on the Contacts and Contractors form.
- Building Sewer or Water Main permits will be issued to MN licensed plumbing contractors, certified pipe layers with plumbing bond registration and homeowners completing their own sewer/water main work only. The applicant must be completing the work.
- Residential Building Sewer - New Connect to Community/Municipal System or Existing Septic System

Sewer permits will be issued to MN licensed plumbing contractors, certified pipe layers with plumbing bond registration and homeowners completing their own sewer/water main work only. The applicant must be completing the work.
Select permit type "new sewer permit" when not part of a complete new septic system - only when connecting to community, municipal or existing septic systems and sewer system is regulated by a municipality. When the new connection is part of a new residential dwelling, the Building Contractor shall list the installer as a sub-contractor on the Contacts and Contractors form and obtain sewer permit inclusive with Building permit.
Required Submittals - Important: Project address shall be displayed on all submittals. Applications with incomplete submittals will be rejected and delayed.

Select permit type alteration/Repair sewer permit for sewer line repairs not part of a complete new septic system - only when connecting to community, municipal or existing septic systems and sewer system is regulated by a municipality.

Select permit type water main permit when connecting to municipal or community water system or extension of existing water service to accessory structures. When the new connection is part of a new residential dwelling, the Building Contractor shall list the installer as a sub-contractor on the Contacts and Contractors form and obtain Water Main permit inclusive with Building permit.

Buildings intended used for agricultural use only, on agricultural land, may be exempt from Building Permits.

- Location of other structures, property lines, septic tanks, septic drain field, well and any wetlands
- Location of any gas, plumbing, or electrical piping in the vicinity of construction
- Distances from the proposed building to all other structures, property lines, and utilities

A permit is not required for residential one-story detached accessory structures, used as tool and storage sheds, playhouses, and similar uses, provided the floor area does not exceed 200 square feet
