Project Updates

- 10.11.23: The 2023 Overlays project is substantially complete.
- 8.15.23: County Highway (CH) 27 and CH 91
- Final surface wear course are expected to be applied on CH 27 and CH 91 this week. Chip seal and fog seal activities will take place at a future date.
- 7.21.23: County Highway (CH) 27
- CH 27 between CH 86 and CH 2 will close to thru traffic starting Monday, July 24th, for pavement milling. Please follow the posted detour.
- 7.14.23: County Highway (CH) 3 and CH 91
- Work on CH 91 between CH 2 and CH 8 has begun and is expected to last about three weeks. CH 91 is closed to thru traffic during this time - please follow the posted detour.
- CH 3 - Chip seal and fog seal activities will take place the week of July 24th. While the road segment will remain open during project activity, drivers are encouraged to avoid these areas if possible. Please obey the temporary traffic controls in place, stay off of the wet areas, and maintain safe distances from work zones.
- The bypass lane on CH 3 at Highway 169 is complete.
- 6.8.23: County Highway (CH) 3 and CH 7
- Belle Plaine – CH 3/TH 169 turn lane temporary closure. The Northbound 169 to Southbound CH 3 turn lane will be closed Friday morning (6/9), 7AM-9AM, for roadway resurfacing. Detour route will be posted (via CH 25/Main Street interchange).
- Belle Plaine Township - Starting Monday, June 12th, CH 7 will be closed to thru traffic between Union Hill (State Highway 19) and CH 4 (250th Street) for approximately one month. Project activity during this time will include reclamation and aggregate base cement stabilization. Detour route will be posted (State Highway 19 to CH 11 to CH 4).
- 5.23.23: County Highway (CH) 3, CH 16, and CH 83
- Belle Plaine – CH 3/TH 169 turn lane temporary closure. The Southbound 169 to Northbound CH 3 turn lane will be closed Wednesday morning (5/24), 6AM-9AM, due to project activity. Detour route will be posted (CH 25/Main Street interchange).
- Shakopee/Prior Lake – CH 83 (south of CH 42) and CH 16/CH 83. Temporary lane closures will take place as part of Chip Seal (Wednesday, 5/24) and Fog Seal (Thursday, 5/25) activities. While the road segments will remain open to single-lane traffic during project activity, drivers are encouraged to avoid these areas if possible. Please obey the temporary traffic controls in place, stay off of the wet areas, and maintain safe distances from work zones.

- 5.17.23: Work on County Highway (CH) 4 is in process, with milling and overlay expected to occur on Wednesday. Concrete work, including curb and pedestrian ramps, are anticipated to start on Thursday. Crews are also beginning work on CH 3, with project activity expected over the next week.
- 5.12.23: Work on County Highway (CH) 4 between CH 7 and CH 11 will begin the week of May 15th.
- 5.5.2023: Starting May 9th, milling and paving will begin on County Highway 83. There will be a single lane in each direction for both segments of county highway 83. Traffic delays should be expected.
- 5.5.2023: County Highway 16 paving was completed, but chip sealing will continue for a couple more weeks.
- 4.28.2023: Starting Monday, May 1st, overlay work will begin on the County Highway 83 and County Highway 16 corridors. The areas that will be affected include County Highway 83 from County Highway 16 to the Highway 169 south ramps, County Highway 83 from Wilds Path to County Highway 42, and County Highway 16 from County Highway 83 to the west 2,000 feet. In the work zones, the highways will be reduced to a single lane configuration in both directions for approximately three weeks. During the road work, signal lights will be set to flashing during daytime operations, bringing traffic to a four-way stop condition. Traffic delays should be expected.

CH 3: Between TH 19 and TH 169
- Location: City of Belle Plaine
- Work Description: Work includes removing the top 4 inches of bituminous, paving the top 4 inches with new bituminous, seal coating, and sign replacement.
CH 3: Between TH 169 and 400 South of Main Street
- Location: City of Belle Plaine
- Work Description: Work includes removing the top 2 inches of bituminous, utility replacement, paving the top 2 inches with new bituminous, seal coating, ADA retrofits, and sign replacement.
CH 4: Between CH 7 and CH 11
- Location: Belle Plaine Township
- Work Description: Work includes removing the top 4 inches of bituminous, paving the top 4 inches with new bituminous, seal coating, and sign replacement.
CH 7: Between TH 19 and CH 5
- Location: Belle Plaine Township
- Work Description: Work includes removing all existing bituminous, aggregate base cement stabilization, paving with 5 inches of new bituminous, sealcoating and sign replacement.
CH 16: 2,600 Feet West of CH 83 to CH 83
- Location: City of Shakopee
- Work Description: Work includes removing the top 3 inches of bituminous, utility replacement, paving the top 3 inches with new bituminous, seal coating, and sign replacement.
CH 27: Between CH 86 and CH 2
- Location: New Market Township
- Work Description: Work includes removing all existing bituminous, aggregate base cement stabilization, paving with 5 inches of new bituminous, sealcoating and sign replacement. The portion that was reconstructed in 2009 will only receive a 3 inch mill and overlay.
CH 83: Between CH 16 and TH 169 South Ramp
- Location: City of Shakopee
- Work Description: Work includes removing the top 4 inches of bituminous, utility replacement, paving the top 4 inches with new bituminous, seal coating, ADA retrofits, and sign replacement.
CH 83: 430 Feet South of Wilds Path to CH 42
- Location: City of Prior Lake
- Work Description: Work includes removing the top 5 inches of bituminous, utility replacement, paving the top 5 inches with new bituminous, seal coating, and sign replacement.
CH 91: Between CH 2 and CH 8
- Location: New Market Township
- Work Description: Work includes removing all existing bituminous, aggregate base cement stabilization, paving with 5 inches of new bituminous, sealcoating and sign replacement.
Purpose & Justification
This annual project is part of the Countywide pavement preservation program. Overlays are performed on a regular basis to preserve the initial paving investment and provide additional safety enhancements. Please drive with caution.
