Licenses and Permits
Construction update 3/24/2021:
Customer Service and Passports will be closed 4/8/2021-4/12/2021 for the move to our temporary location in the new Government Center West (GCW) building. Be aware that anything dropped in the drop box* will not be processed until we’re back in the office starting Tuesday 4/13. We will make every effort to complete and return your work as quickly as possible.
(*note – the drop box will be located in the circular driveway off of Atwood St beginning 3/29/21.)
Upon reopen, we will be located on the first floor of GCW, not far from where we have been in the past. Entrance to the building will continue to be by appointment only – when you arrive for your appointment, please utilize the street parking on 4th Ave.

We are now accepting appointments for additional services in the Deputy Registrar office. Please be aware we are not accepting appointments for tab renewals at this time. These will continue to be done via drop box. Should you need to speak with a representative about other options, please call 952-496-8432.

Drivers Licenses & IDs
Residents who want to apply for permits to purchase or transfer handguns must apply in person to the police department in the city in which they live.
Potential foster and adoptive parents go through a similar process to be licensed and approved. Minnesota requires foster parents to meet licensing prior to placement. Scott County may place a child with a relative who is not licensed at the time of placement as long as the relative promptly completes the licensing process and meets the required standards.
The Physical Development Department (formerly Public Works/Highway) administers a permit program with an objective of preventing damage to roadways and maintaining traffic safety and convenience.
