Sheriff Luke Hennen is pleased to announce the promotion of Phil Nawrocki from Detective Sergeant to the position of Captain of the Support and Services Division. He will replace Captain Jeff Swedin, who is retiring at the end of September after 29 years of dedicated service.
Captain Nawrocki brings extensive experience to his new role, having been with the Sheriff’s Office for 25 years. Prior to joining our office, he was a Patrol Officer at the Belle Plaine Police Department. While at the Sheriff’s Office, Captain Nawrocki has held various positions, including Patrol Deputy, Detective, and most recently, Detective Sergeant for the past 17 years. He has also served as the Commander of the Southwest Metro Drug Task Force, and on the Crime Scene Team and the Special Response Team.
The selection process for the Captain position was competitive, with several well-qualified applicants. Captain Nawrocki will be responsible for overseeing Civil Process, Administrative Support, Investigations, and the Volunteer Sheriff Reserves within the Support and Services Division.
Sheriff Luke Hennen expressed his confidence in Captain Nawrocki, stating, "Captain Nawrocki has consistently demonstrated exceptional dedication and leadership throughout his tenure. We have the utmost confidence in his ability to excel in his new role and contribute to the continued success of the Scott County Sheriff’s Office."
Captain Nawrocki holds a Bachelor of Science degree in Law Enforcement from St. Cloud State University and is a graduate of Northwestern University School of Police Staff and Command. He resides in Jordan with his wife and three children.
As part of this transition, Sgt. Matt Carns will assume the role of Detective Sergeant, filling the vacancy left by Captain Nawrocki.
